"Clear cyberspace, jointly build a drug control line" - National Chemical Industry Initiative for Cleaning up the Internet

Currently, the illegal use of non-scheduled precursor chemicals for drug-related criminal activities through chemical platforms has become increasingly prominent, severely disrupting market order and damaging the national image. As a crucial pillar industry of the national economy, the chemical industry bears a pivotal role and mission in anti-drug efforts. Actively participating in anti-drug work is an unshirkable responsibility for industry practitioners. To curb the spread of drug-related issues in the chemical industry and safeguard its healthy development, we hereby issue the following initiatives to the entire chemical industry and all its practitioners:
I. Have a strong sense of national responsibility and build a solid foundation of compliance thinking
The entire industry should strictly abide by the laws and regulations formulated by the state and relevant authorities, earnestly fulfill anti-drug responsibilities, maintain industry safety, consolidate anti-drug defense lines, strictly adhere to industry self-discipline, regulate the release of information on non-scheduled precursor chemicals, integrate anti-drug work throughout the entire chemical industry chain, and incorporate it into corporate internal control and risk management systems, further strengthening the ideological defense line.
II. Adhere to compliance bottom lines and prevent information abuse risks
The entire industry should bear the primary responsibility for managing information content. When releasing chemical information, it is necessary to strictly adhere to various laws and regulations. It is strictly prohibited to release or imply any sales or technical information that may instigate or mislead illegal use in any form, and it is forbidden to use codes, hidden language, or other methods to circumvent supervision. Information release should guide legitimate and compliant industrial applications, safe operation norms, and positive promotion of scientific and technological achievements, ensuring correct orientation and truthful content.
III. Strengthen prudent verification and block abnormal transaction chains
The entire industry should enhance awareness of compliance audit risk prevention and control. In transactions involving non-scheduled precursor chemicals and related sensitive substances, it is advocated that enterprises implement prudent customer background checks and procurement purpose verification procedures. In cases where the transaction object has suspicious qualifications, abnormal procurement, or unclear purposes, high vigilance and enhanced verification are required. Enterprises are encouraged to establish internal early warning mechanisms, and for risks that cannot be eliminated, they should decisively refuse and promptly report to relevant departments.
IV. Gather industry synergy and build a collaborative co-governance pattern
Maintaining the overall image of the industry requires the joint efforts of every enterprise. We advocate that the entire industry should strengthen communication and form synergy in risk identification, experience sharing, and practical exchanges. Associations should better play their role as a link, organize policy advocacy, risk warnings, and practical exchanges, and enhance the industry's overall risk identification and prevention capabilities. Support the dissemination of positive energy by industry media and information platforms, and widely publicize the achievements and contributions of China's chemical industry in safety, green development, innovation, and compliance governance.
V. Based on a Global Perspective, Contribute Wisdom to Industry Governance
The online words and deeds of China's chemical industry directly affect the national image. We propose that enterprises, when conducting international business and exchanges, consciously uphold high standards of compliance requirements and regulate information dissemination. They should proactively utilize international platforms to objectively and professionally elaborate on the effective measures and achievements in China's chemical and anti-drug fields, share the sustainable development concepts and practices of China's chemical industry, and contribute Chinese wisdom to global chemical safety governance.
A clear and clean cyberspace benefits everyone; building a solid anti-drug defense line is everyone's responsibility. Let us, with high political consciousness, rigorous compliance actions, and active industry collaboration, start from regulating every piece of online information, jointly protect the blue sky and pure land of the chemical industry, and make new and greater contributions to maintaining the global chemical safety order, promoting high-quality industrial development, and serving the overall goal of the Chinese path to modernization!
